Competition Bureau seeks comments on a proposed Voluntary Code of Conduct for Authenticating Canadian Diamond Claims

OTTAWA, June 21, 2002 – The Competition Bureau is seeking feedback on a private sector Voluntary Code of Conduct for Authenticating Canadian Diamond Claims. Since the release of the Competition Bureau's Enforcement Policy on the Marketing of Canadian Diamonds in November 2001, the Canadian diamond industry formed a Voluntary Code Development Committee for the purpose of establishing a minimum standard for authenticating Canadian diamond claims. This Committee consists of representatives from the diamond mining sector, cutters and polishers, diamond traders, jewellery retailers and associations representing the industry.

The Competition Bureau is responsible for the administration and enforcement of the Competition Act, which prohibits the making of false or misleading representations to the public and requires that any representation be substantiated. This means that any person making a claim that a diamond is Canadian must be able to substantiate such a claim. The proposed voluntary code of conduct establishes a minimum standard for authenticating a claim that a diamond is of Canadian origin.

Before endorsing the voluntary code, the Competition Bureau is seeking feedback from interested parties and stakeholders. All feedback must be provided by submitting the completed Response Form by e-mail, fax or regular mail before July 22, 2002. All submissions will be made available to the public and will be posted on our Web site, except where confidentiality is specifically requested. The Bureau is committed to developing enforcement and educational tools through an open and transparent process.
