This discussion paper questions why Canadians choose to define some behaviour as criminal and considers strategies for dealing with unwanted conduct. It looks at whether Canadians rely too heavily on criminal law to deal with complex social issues, and examines some of the democratic values to consider when deciding what constitutes unwanted conduct and when developing intervention strategies. The Law Commission of Canada is an independent agency that advises Parliament on how to improve and modernize Canada’s laws. |
