Accordingly, the Bill was read the third time and passed.
Pursuant to Order made Monday, February 10, 1997, the
House resumed consideration of the motion of Mr. Leroux
(Shefford), seconded by Mr. Jacob (Charlesbourg), -- That, in
the opinion of this House, the government should commit
itself to having full light shed on the events occurring
before, during and after the deployment of Canadian troops
to Somalia, by extending the mandate of the Commission of
Inquiry until December 31, 1997.
The House proceeded to the taking of the deferred
recorded division on the amendment of Mr. Frazer, seconded
by Mr. McClelland (Edmonton Southwest), -- That the motion be
amended by deleting all the words after the word ``inquiry''
and by adding the following:
``and directing the Commission to make its final report as
soon as possible, but not later than December 31, 1997.''

Orders of the House be amended by adding the following:
``97.1 A standing, special or legislative
committee to which a Private Member's public bill has been
referred shall in every case either report the bill to the
House with or without amendment or present to the House a
report containing a recommendation not to proceed further
with the bill and giving the reasons therefor.'' (Private

Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mr.
Paré (Louis-Hébert), moved the following amendment, -- That
the motion be amended by adding after the words ``in every
case'' the following:
``, within six months from the date of the bill's reference
to the committee,''.

Pursuant to Standing Order 93, the Order was dropped to
the bottom of the order of precedence on the Order Paper.
