The Clerk informed the House of the unavoidable absence
of the Speaker.
Whereupon, Mr. Kilgour (Edmonton Southeast), Deputy
Speaker and Chairman of Committees of the Whole, took the
Chair, pursuant to subsection 43(1) of the Parliament of
Canada Act.
GOVERNMENT ORDERS
The Order was read for the consideration of amendments
made by the Senate to Bill C-41, An Act to amend the Divorce
Act, the Family Orders and Agreements Enforcement Assistance
Act, the Garnishment, Attachment and Pension Diversion Act
and the Canada Shipping Act.
Mr. Mifflin (Minister of Fisheries and Oceans) for Mr.
Rock (Minister of Justice and Attorney General of Canada),
seconded by Ms. Marleau (Minister of Public Works and
Government Services), moved, -- That the amendments made by the
Senate to Bill C-41, An Act to amend the Divorce Act, the
Family Orders and Agreements Enforcement Assistance Act, the
Garnishment, Attachment and Pension Diversion Act and the
Canada Shipping Act, be now read a second time and concurred
in.
Debate arose thereon.
QUORUM
The attention of the Deputy Speaker was drawn to the
lack of a quorum and, fewer than 20 members having been
counted, pursuant to Standing Order 29(3), the bells were
rung to call in the Members.
After one minute, a quorum was found.

Presenting Reports from Committees
Mr. Kilger (Stormont -- Dundas), from the Standing
Committee on Procedure and House Affairs, presented the 55th
Report of the Committee, which was as follows:
The Committee recommends, pursuant to Standing Orders 104 and 114, the
following changes in the membership of the Standing Committee on Industry:

The Committee further recommends, that where a Member is appointed

Introduction of Government Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion
of Mr. Peters (Secretary of State (International Financial
Institutions)) for Mr. Martin (Minister of Finance),
seconded by Mr. Manley (Minister of Industry, Minister for
the Atlantic Canada Opportunities Agency and Minister of
Western Economic Diversification), Bill C-82, An Act to
amend certain laws relating to financial institutions, was
introduced, read the first time, ordered to be printed and
ordered for a second reading at the next sitting of the
