GOVERNMENT ORDERS
Notice having been given at a previous sitting under the
provisions of Standing Order 78(3), Mr. Gray (Leader of the
Government in the House of Commons and Solicitor General of
Canada), seconded by Ms. Copps (Deputy Prime Minister and
Minister of Canadian Heritage), moved, -- That in relation to Bill
C-70, An Act to amend the Excise Tax Act, the Federal-Provincial
Fiscal Arrangements Act, the Income Tax Act, the Debt Servicing
and Reduction Account Act and related Acts, not more than one
further sitting day shall be allotted to the stage of
consideration of the Senate amendment to the Bill; and
That fifteen
minutes before the expiry of the time provided for government
business on the allotted day of the consideration of the said
stage of the said Bill, any proceedings before the House shall be
interrupted, if required for the purpose of this Order, and in
turn every question necessary for the disposal of the said stage
of the Bill shall be put forthwith and successively without
further debate or amendment.

and concurred in; but
That this House, while disapproving of any infraction of its
privileges or rights by the other House, in this case waives its
claim to insist upon such rights and privileges, but the waiver
of said rights and privileges is not to be drawn into a
precedent; and
That a Message be sent to the Senate to acquaint Their
Honours therewith;
And of the amendment of Mr. Solberg (Medicine Hat), seconded
by Mr. Strahl (Fraser Valley East), -- That the motion be amended in
the first paragraph by deleting all the words after the word
``That'' and substituting the following:
``this House agrees with the principle set out in the amendment
made by the Senate to Bill C-70, An Act to amend the Excise Tax
Act, the Federal-Provincial Fiscal Arrangements Act, the Income
Tax Act, the Debt Servicing and Reduction Account Act and related
Acts, but would propose that the amendment be amended to read as
follows:
Pages 334 and 335, clause 242: Replace lines 40 to 45 on page 334
and lines 1 to 4 on page 335 with the following:
``Subsection (1) comes into force on a day fixed by order of the
Governor in Council, which day shall not be before the first day
on which all provinces have enacted laws requiring that suppliers
include the tax under Part IX of the Act in indications of the
prices of property or services supplied.''''

The House resumed consideration of the motion of Mrs.
Jennings (Mission -- Coquitlam), seconded by Mr. Martin (Esquimalt-
-Juan de Fuca), -- That the Standing Orders of the House be amended
by adding the following:
``97.1 A standing, special or legislative committee to which
a Private Member's public bill has been referred shall in every
case either report the bill to the House with or without
amendment or present to the House a report containing a
recommendation not to proceed further with the bill and giving
the reasons therefor.''; (Private Members' Business M-267)
And of the amendment of Mrs. Tremblay (Rimouski --
Témiscouata), seconded by Mr. Paré (Louis-Hébert), -- That the
motion be amended by adding after the words ``in every case'' the
following:
``, within six months from the date of the bill's reference to the
committee,''.

Mr. Langlois (Bellechasse), seconded by Mrs. Dalphond-Guiral
(Laval Centre), moved the following sub-amendment, -- That the
amendment be amended by replacing the words ``six months'' with the
following:
``Sixty sitting days''.

ROYAL ASSENT
A Message was received from the Right honourable Antonio Lamer,
Chief Justice of the Supreme Court of Canada, in his capacity as
Deputy Governor General, desiring the immediate attendance of the
House in the Senate.
Accordingly, the Speaker, with the House, proceeded to the
Senate.
The Commons returned to the Chamber.
Whereupon, the Speaker reported that, when the Commons had
been in the Senate, the Honourable the Deputy Governor General
was pleased to give, in Her Majesty's name, the Royal Assent to
the following Bills:
Bill C-60, An Act to establish the Canadian Food Inspection
Agency and to repeal and amend other Acts as a consequence --
Chapter No. 6;
Bill C-23, An Act to establish the Canadian Nuclear Safety
Commission and to make consequential amendments to other Acts --
Chapter No. 9;
Bill C-70, An Act to amend the Excise Tax Act, the Federal-
Provincial Fiscal Arrangements Act, the Income Tax Act, the Debt
Servicing and Reduction Account Act and related Acts -- Chapter
No. 10.
The Speaker also reported that he had addressed the
Honourable the Deputy Governor General as follows:
``May it please Your Honour:
The Commons of Canada have voted Supplies required to enable
the Government to defray certain expenses of the public service.
In the name of the Commons I present to Your Honour the
following Bills:
An Act for granting to Her Majesty certain sums of money for the
public service of Canada for the financial year ending March 31,
1997
An Act for granting to Her Majesty certain sums of money for the
