Mr. Mayes (Okanagan—Shuswap), from the Standing Committee on Aboriginal Affairs and Northern Development, presented the Second Report of the Committee (United Nations Draft Declaration on the Rights of Aboriginal Peoples). — Sessional Paper No. 8510-391-36.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pacetti (Saint-Léonard—Saint-Michel), seconded by Mr. Bell (North Vancouver), Bill C-323, An Act to amend the Criminal Code (use of hand-held cellular telephone while operating a motor vehicle), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Proulx (Hull—Aylmer), seconded by Mr. Alghabra (Mississauga—Erindale), moved, — That the Second Report of the Standing Committee on Government Operations and Estimates, presented on Wednesday, June 7, 2006, be concurred in. (Concurrence in Committee Reports No. 4)

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-291, An Act to amend the Criminal Code (injuring or causing the death of a child before or during its birth while committing an offence).

Mr. Benoit (Vegreville—Wainwright), seconded by Mr. Ritz (Battlefords—Lloydminster), moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
