Changes to the Proof of Identity Requirements for
Social Insurance Numbers


Human Resources Development Canada (HRDC) is tightening the Proof of Identity requirements to apply for a Social Insurance Number (SIN). The Department is taking this action to increase security and to aid in the prevention of identity fraud.

Since October 8, 2002, HRDC accepts only original identity documents as proof of identity when applying for a Social Insurance Number. Certified photocopies are no longer acceptable.

Only the documents listed below are accepted as primary documents when applying for a SIN.

A Canadian citizen or a Registered Indian may present one of the following documents:

  • Certificate of Birth or Birth Certificate
  • Certificate of Canadian Citizenship
  • Population List
  • Foreign birth certificate and Certificate of Indian Status (for Registered Indians born outside Canada)

A permanent resident may present one of the following documents:

  • Permanent Resident Card
  • Confirmation of Permanent Residence and Visa counterfoil in foreign passport
  • Confirmation of Permanent Residence and Visa counterfoil on Single Journey Document for Resettlement to Canada
  • Record of Landing (this document will be phased out starting June 2003 and eliminated by December 31st, 2003)
  • Confirmation of Landing (will no longer be accepted after December 31st, 2003)
  • Returning Resident Permit (will no longer be accepted after December 31st, 2003)

An individual who is neither a Canadian Citizen nor a Permanent Resident may present one of the following documents:

  • Employment Authorization/Work Permit
  • Student Authorization/Study Permit
  • Visitor Record
  • Permit to Come into or Remain in Canada/Temporary Resident Permit
  • Extension of Permit/Extension to Temporary Resident Permit (will no longer be accepted after December 31st, 2005)
  • Determination of Eligibility/Consideration of Eligibility
  • Consideration of Eligibility and CIC letter (when refugee claim is ineligible)
  • Diplomatic Identity Card issued by the Department of Foreign Affairs and International Trade; only Category "D", with a letter of permission of employment, is acceptable
