The significant reform that took effect in 1996 has been successful. Evidence shows that overall the decisions made at that time were sound. The reform achieved the desired objectives. At the same time, the Government has been alert to differences between what it intended to achieve and the actual experiences of Canadians. The Government has been prepared to adjust EI to reflect changes in the labour market. It has responded to the needs of Canadians, particularly in the area of balancing work and family responsibilities.
