How does it work?

Duration

  • Most projects funded under the Sector Council Program (SCP) are for a maximum of 36 months. Infrastructure agreements may be signed for a maximum of 60 months. There is no minimum duration for an agreement.

Financial Parameters

  • In approving and signing any funding agreement with partners, a proposal should include a detailed list of expenses.
  • Acceptable costs to be attached to a proposal could include (but are not limited to):
    • Staff/Organisation Wages (MERCs);
    • Overhead costs related to a council's organisation or office space or project specific (rent, phone, fax, travel, project manager etc.);
    • Capital Expenditures (eg. Office furniture, computers, printers, etc.).
  • Eligible expenditures will be determined based on demonstrated need, availability of funds, and program terms & conditions.

Who can apply?

Potential partners must meet the following criteria in order to be considered for funding support:

  • must be a Sector Council, cross-sectoral organization or industry based organisation with representation from key players covering the full scope of a particular industry or sector;
  • must be an organisation, sectoral or non-sectoral, addressing career, occupational, learning, labour market or skills information issues;
  • the project being proposed must be national in scope - or encompass entire region in cases where sector is centered in particular area of country;
  • the project being proposed must address national labour market issues facing an industry or sector, or is some cases across sectors.

In reviewing incoming requests for funding support Human Resources and Skills Development Canada also considers:

  • whether or not another organisation is currently working on a similar project;
  • whether or not another organisation would be better suited to conduct this activity or participate/partner in the activity;
  • opposition within sector or industry to this type of project or organisational involvement;
  • similar proposals already being considered;
  • importance of issue to be addressed;
  • potential/feasibility for the project to adequately address issues;
  • economic importance or size of the sector in the overall labour market.

Please note: The SCP does not provide funding to individuals or individual companies.
