Halifax Regional Municipality Community Grants Program

The Community Grants Program provides annual cash grants to non-profit community groups.  These awards support community volunteers and non-profit groups in the arts, social, cultural, recreational, heritage and environment programs. The Grants Program also provides support for the development of community-owned and operated facilities.

Summary

The Community Grants Program is divided into six main categories. Applications in each category are reviewed on their own merit and in relation to other applicants in the same pool. The sectors are:

COMMUNITY-BASED SOCIAL SUPPORTS - provides grants in support of community-led projects which address social inclusion, social justice, educational and economic inequities, or assists organizations with help to persons in need of safety, shelter, food, clothing, or referral to special services.  Sub-sectors of this category are:

  • Inclusion Program - grants in this category focus on community-led projects serving the needs and interests of disabled persons, seniors, low-income persons, and literacy programs delivered by volunteers.
  • Shelters and Access to Housing Initiatives - grants in this category focus on facilities for homeless adults and youth, emergency relocation facilities, and transitional accommodations.
  • Emergency Assistance - grants focus on community non-profit programs whose clients are in crisis or facing severe hardship.  These organizations include community feeding programs, volunteer telephone support and referral, and outreach services.
  • Community-Based Family Support - grants awarded in this category primarily focus on community-based family resource centres, parenting programs, and community centres.
  • Community-Based Recreational Programming - the Grants Program defines recreation in terms of programs delivered by community-based volunteer groups.  Eligibility is restricted so as not to duplicate programming offered by the HRM Department of Parks and Recreation or the private sector.

PROPERTY DEVELOPMENT AND COMMUNITY FACILITIES - provides grants to support community-owned and operated facilities.  Funds are also available for environmental projects (land preservation or restoration, waterways and shoreline), repairs to existing facilities, building improvements (safety, accessibility), community-owned or operated parks, gardens, camps, and the development of trails.

COMMUNITY-BASED ARTS - grants are awarded to a wide range of activities, but the main focus of funding is on the development and promotion of local talent, public accessibility cost/programming choices), diversity, and the preservation of local arts and crafts traditions.

CULTURAL DIVERSITY AND CULTURAL HERITAGE - The Grants Program uses the following guideline to define culture as "A self-identified grouping of people who share certain characteristics such as common ancestry, race, or ethnicity, an identification with a specific geographic location, or a tradition of customs, values and lifestyle".

  • Cultural Diversity - grants awarded under cultural diversity promote public awareness of the diversity among those people who make up the region's residents.
  • Cultural Heritage - grants awarded assist activities which preserve local customs and traditions such as community settlement, or certain lifestyles that develop from work on and with the area's natural resources  such as fishing, forestry, mining, trade, or hunting.

COMMUNITY HERITAGE - grants for community stewardship of heritage resources are intended to help local communities preserve and maintain the distinct buildings, sites, and artifacts which contribute to a sense of identity and pride for residents.

ORGANIZATION DEVELOPMENT - focus is on community-based organizations which encourage volunteer participation in a variety of roles.  Funds are made available for volunteer knowledge and skills development.

Grant eligibility criteria is reviewed on an annual basis, so criteria is subject to change from year to year.
