That the report deadline be extended to Friday, March 21, 1997.

The Honourable Senator Oliver moved, seconded by the Honourable Senator Ghitter, that the Report be placed on the Orders of the Day for consideration at the next sitting.

The Honourable Senator Stewart, Chair of the Standing Senate Committee on Foreign Affairs, presented its Fifth Report(Bill C-61, An Act to implement the Canada-Israel Free Trade Agreement) without amendment.

The Honourable Senator Graham moved, seconded by the Honourable Senator Rizzuto, that the Bill be placed on the Orders of the Day for a third reading at the next sitting.

That the Standing Senate Committee on Social Affairs, Science and Technology have power to sit at 3:00 p.m. today even though the Senate may then be sitting, and that Rule 95(4) be suspended in relation thereto.

Resuming debate on the motion of the Honourable Senator Milne, seconded by the Honourable Senator Mercier, for the third reading of Bill C-45, An Act to amend the Criminal Code (judicial review of parole ineligibility) and another Act.

After debate,

In amendment, the Honourable Senator Nolin moved, seconded by the Honourable Senator LeBreton, that the Bill be not now read a third time but that it be amended:

(a) in clause 1, by replacing line 7, on page 1, with the following:

"may, with the consent of the Attorney General of Canada, apply in writing to the appropriate Chief";

(b) in clause 2, by replacing line 20, on page 6, with the following:

"may, with the consent of the Attorney General of Canada, apply in writing to the appropriate Chief" ; and

(c) in clause 2, by replacing line 41, on page 10, with the following:

"may, with the consent of the Attorney General of Canada, apply in writing to the appropriate Chief".

After debate,

The Honourable Senator Cools moved, seconded by the Honourable Senator Carstairs, that further debate on the motion in amendment be adjourned until the next sitting.

The Honourable Senator Kenny moved, seconded by the Honourable Senator Stewart, that the Report be adopted.

The Honourable Senator Berntson moved, seconded by the Honourable Senator Kinsella, that further debate on the motion be adjourned until the next sitting.
