Summary: Follow-up Assessment of the “Travel Management Audit Framework”

Background

In 2002, the Audit and Ethics Group (AEG) of the Canadian Nuclear Safety Commission (CNSC) conducted an assessment entitled “Travel Management Audit Framework”.  This assessment developed recommendations to better manage CNSC travel activities.  In 2005, the AEG initiated a “Follow-up Assessment” to review the status of management responses to the recommendations of the 2002 Travel Management Audit Framework.

Conclusions

The follow-up assessment determined that satisfactory progress was achieved in the following areas:

  • Automation of the travel approval and claims process.
  • International Activities Framework.
  • The implementation of an organization-wide management model to include better planning and reporting processes.
Improvement was noted in the following areas:
  • Mandatory information/training sessions.
  • Learning and development travel planning.

No progress was achieved in reviewing the CNSC Travel Policy. In response to these conclusions, CNSC management noted that the Travel Policy should remain unchanged because current terms and conditions of employment remain in effect pending the signing of a collective agreement. When arbitration is completed, the review of the Travel Policy will be re-established. On December 20, 2005, the Audit and Evaluation Committee accepted this Management Response.  The Committee directed the Vice-President, Corporate Services Branch to report to the Committee in one year on continued implementation of the recommendations of the Travel management Audit Framework.
