Import & Export Licensing

Under the Nuclear Non-Proliferation Import and Export Control Regulations Canadian importers and exporters are required to obtain and comply with licences controlling the international transfer of nuclear and nuclear-related items. The CNSC is the federal authority that licenses both the export and import of nuclear materials, non-nuclear materials, nuclear equipment and nuclear technology. In fulfilling this statutory responsibility, the CNSC evaluates and takes appropriate action on export and import licence applications respecting all of Canada’s nuclear non-proliferation, safeguards and security obligations.

The CNSC also licenses the export of nuclear-related dual-use materials, equipment and technology. Nuclear-related dual-use items are materials, equipment, software and technology that have legitimate non-nuclear uses but which could also make a significant contribution to nuclear explosive or unsafeguarded nuclear fuel cycle activities.
