It is not a postage stamp and serves no postal use.

A series of stamps issued in rolls (one stamp wide) for use
in dispensers or vending machines.
Commemorative
Stamp issued to celebrate a special event or to honour a person,
place, or anniversary. Only a limited number are printed.

Counterfeit
Deliberate and fraudulent imitation of a stamp. Counterfeit stamps
are intended to deceive the post office.
