The champagne is flowing in St. John's. "A new energy province is born," declares Jake Epp, the federal energy minister. After a decade of negotiation, deals to develop the Hibernia oil field off the coast of Newfoundland have been signed by the oil giants, the governments and the contractors. One construction worker calls Hibernia an economic "godsend". But an economist offers a sobering assessment that it won't improve the standard of living of the average Newfoundlander.
