School buses and seat belts

Concerned parents continue to debate whether school bus seatbelts should become mandatory.
Transport Canada says its safety standards, in particular the close spacing of seats with padded backs, offer enough protection to passengers.
A 1999 study by the U.S. National Transportation Safety Board also revealed that seatbelts could cause head and pelvis injuries along with deaths in severe crashes.
School buses carry almost three million Canadian children every day, according to the Canada Safety Council. Full Story

I hope this issue gets decided based on facts and expert opinions and not only worried speculation by parents. Too often when an issue with children comes up there will not be a nay sayer in the room.
Despite the occasional audacity of some proposals rarely does anyone have the courage to talk it through reasonably because it is like somehow arguing against safe kids and no one wants to be that guy.
Keep children as safe as possible is both obvious and a public duty but bubble wrapping them for a trip to school for example, seems a bit much.

Even if the buses had the seatbelts, who'd make sure everyone was buckled?
The bus driver wouldn't be able to anymore than they are able to get them to stay seated in the first place. True, it would help in some cases, and might be a good idea, but what about the flying bookbags?

My children take the school bus to school every day.
They tell me they like the speed humps in our area because they "fly out of their seats" when the driver runs over them.
Their comment makes me think that perhaps seat belts would keep them in their seats.

Is there any evidence to support the idea of mandatory seatbelts improving the safety of our children?
If so hopefully CBC will report it to the public so that there is an informed debate. However it seems all research is suggesting that requiring seatbelts would have negative results for children's safety.
