Mr. Asselin (Manicouagan), seconded by Mr. Vincent (Shefford), moved Motion No. 1, — That Bill C-280, in Clause 1, be amended by replacing lines 4 to 26 on page 1 and lines 1 to 38 on page 2 with the following: “1. Section 65.3 of the Employment Insurance Act is repealed. |
1.1 Sections 66 to 67 of the Act are replaced by the following: |
66. (1) Not later than November 30 in each year, the Commission shall set the premium rate that the Commission considers will, to the extent possible, over a business cycle, |
(a) serve the best interests of the contributors and beneficiaries under the employment insurance system; |
(b) ensure that there is enough revenue to pay the expenses authorized to be charged to the Employment Insurance Account; |
(c) maintain stable rate levels; and |
(d) ensure that the difference between the assets of the Employment Insurance Account and its liabilities does not exceed fifteen billion dollars. |
(2) On the first day of October in each year, the Commission shall cause a report to be sent to the Minister containing |
(a) the reasons for setting the premium rate for the year; |
(b) any change to the amount of benefits that the Commission considers will, to the extent possible, over a business cycle, |
(i) ensure that there is enough revenue to pay the expenses authorized to be charged to the Employment Insurance Account, and |
(ii) maintain stable rate levels; |
(c) a detailed description of the assets of the Commission on the first day of September in each year; |
(d) a detailed description of the amounts that have been paid into or paid out of the Employment Insurance Account since the previous report; |
(e) an estimate of the amounts to be paid into the Employment Insurance Account under this Act for the following year, calculated on the basis of the premium rate set by the Commission in the report; |
(f) an estimate of the amounts to be paid out of the Employment Insurance Account under this Act for the following year, calculated on the basis of the amount of benefits to be paid set by the Commission in the report; |
(g) any recommendations that the Commission considers necessary for the improvement of the employment insurance system, including amendments to Acts, regulations and policies with respect to employment insurance; and |
(h) any other information that the Commission considers necessary. |
(3) The Minister shall cause a copy of the report to be laid before each House of Parliament on any of the first five days on which that House is sitting after the Minister receives it. |
66.1 Notwithstanding section 66, the premium rate for the year 2004 is 1.98%. |
66.2 Notwithstanding section 66, the premium rate for the year 2005 is the rate set for the year by the Governor in Council on the recommendation of the Minister and the Minister of Finance. |
67. Subject to section 70, a person employed in insurable employment shall pay, by deduction as provided in subsection 82(1), a premium equal to their insurable earnings multiplied by the premium rate set under section 66, 66.1 or 66.2, as the case may be.” |

L'article 65.3 de la Loi sur l'assurance-emploi est abrogé. |
1.1 Les articles 66 à 67 de la même loi sont remplacés par ce qui suit : |
66. (1) Au plus tard le 30 novembre de chaque année, la Commission fixe le taux de cotisation qui, à son avis, permet le mieux, au cours d’un cycle économique : |
a) de servir l’intérêt des cotisants et des bénéficiaires du régime d’assurance-emploi; |
b) d’assurer un apport de revenus suffisant pour couvrir les dépenses autorisées sur le Compte d’assurance-emploi; |
c) de maintenir une stabilité des taux; |
d) de faire en sorte que la différence entre les actifs et le passif du Compte d’assurance-emploi ne dépasse pas quinze milliards de dollars. |
(2) Le 1er octobre de chaque année, la Commission fait parvenir au ministre un rapport contenant : |
a) les raisons pour lesquelles le taux de cotisation a été fixé à ce niveau pour l’année; |
b) toute modification du montant des prestations permettant le mieux, selon elle, d’assurer au cours d’un cycle économique : |
(i) un apport de revenus suffisant pour couvrir les dépenses autorisées sur le Compte d’assurance-emploi, |
(ii) une stabilité des taux; |
c) une description détaillée de l’actif de la Commission au 1er septembre de chaque année; |
d) une description détaillée des sommes ayant été, depuis le rapport précédent, versées au Compte d’assurance-emploi ou payées sur celui-ci; |
e) une estimation des sommes devant être versées au Compte d’assurance-emploi en vertu de la présente loi pour l’année subséquente en utilisant, aux fins de ce calcul, le taux de cotisation établi par elle dans le rapport; |
f) une estimation des sommes devant être payées sur le Compte d’assurance-emploi en vertu de la présente loi pour l’année subséquente en utilisant, aux fins de ce calcul, le montant des prestations à verser établi par elle dans le rapport; |
g) les recommandations qu’elle estime nécessaires pour améliorer le régime d’assurance-emploi, notamment des modifications aux lois, règlements et politiques qui touchent l’assurance-emploi; |
h) tout autre renseignement qu’elle estime nécessaire. |
(3) Le ministre fait déposer le rapport devant chaque chambre du Parlement dans les cinq premiers jours de séance de celle-ci suivant sa réception. |
66.1 Par dérogation à l'article 66, le taux de cotisation pour l'année 2004 est fixé à 1,98 %. |
66.2 Par dérogation à l'article 66, le taux de cotisation pour l'année 2005 est fixé par le gouverneur en conseil sur la recommandation du ministre et du ministre des Finances. |
67. Sous réserve de l'article 70, toute personne exerçant un emploi assurable verse, par voie de retenue effectuée au titre du paragraphe 82(1), une cotisation correspondant au produit de sa rémunération assurable par le taux fixé en vertu des articles 66, 66.1 ou 66.2, selon le cas. » |
