The Honourable Senator Forrestall for the Honourable Senator Bacon, Chair of the Standing Senate Committee on Transport and Communications, presented its Eighth Report (Bill C-216, An Act to amend the Broadcasting Act (broadcasting policy)), with an amendment.

The Standing Senate Committee on Transport and Communications has the honour to present its

EIGHTH REPORT

Your Committee, to which was referred Bill C-216, An Act to amend the Broadcasting Act (broadcasting policy), has, in obedience to the Order of Reference of Tuesday, December 3, 1996, examined the said Bill and has agreed to report the same with the following amendment:

Page 1, clause 1: strike out lines 16 to 18 and substitute the following therefor:

"rate is charged,

(B) no distinct separate charge is levied for that service, or

(C) to do so is conducive to the achievement of the objectives of this Act."

Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-66, An Act to amend the Canada Labour Code (Part I) and the Corporations and Labour Unions Returns Act and to make consequential amendments to other Acts, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Graham moved, seconded by the Honourable Senator Pépin, that the Bill be placed on theOrders of the Day for a second reading on Tuesday next,April 15, 1997.

The question being put on the motion, it was adopted.

Presentation of Petitions

The Honourable Senator Di Nino presented petitions:

The Honourable Senator Gigantès moved, seconded by the Honourable Senator Corbin, that the Bill be referred to the Standing Senate Committee on Transport and Communications.

The Honourable Senator DeWare moved, seconded by the Honourable Senator Kinsella, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Orders No. 1 and 2 were called and postponed until the next sitting.

Resuming debate on the motion of the Honourable Senator Carstairs, seconded by the Honourable Senator Losier-Cool, for the adoption of the Sixteenth Report of the Standing Senate Committee on Legal and Constitutional Affairs (Bill S-3, An Act to amend the Criminal Code (plea bargaining)), presented in the Senate on November 7, 1996;

And on the motion in amendment of the Honourable Senator Cools, seconded by the Honourable Senator Robertson, that the Report be not now adopted but that it be referred back to the Standing Senate Committee on Legal and Constitutional Affairs for further consideration.

After debate,

The Honourable Senator Kinsella for the Honourable Senator Robertson moved, seconded by the Honourable Senator Nolin, that further debate on the motion in amendment be adjourned until the next sitting.

The question being put on the motion, it was adopted.

The Honourable Senator Kinsella for the Honourable Senator Oliver moved, seconded by the Honourable Senator Hays, that further debate on the inquiry be adjourned until the next sitting.
