Tribute was paid to the memory of the Honourable H. Carl Goldenberg, former Senator, whose death occurred on July 22, 1996.

Third reading of Bill C-4, An Act to amend the Standards Council of Canada Act.

The Honourable Senator Kirby moved, seconded by the Honourable Senator Corbin, that the Bill be read the third time.

The question being put on the motion, it was adopted.

The Bill was then read the third time and passed.

Ordered, That a Message be sent to the House of Commons to acquaint that House that the Senate have passed this Bill, without amendment.

Order No. 2 was called and postponed until the next sitting.

Consideration of the Seventh Report of the Standing Senate Committee on Banking, Trade and Commerce (Corporate Governance), deposited with the Clerk of the Senate on August 29, 1996.

After debate,

The Honourable Senator Kirby moved, seconded by the Honourable Senator Corbin, that the Report be adopted.

The Honourable Senator Kelleher, P.C., moved, seconded by the Honourable Senator Comeau, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Consideration of the Tenth Report of the Standing Committee on Internal Economy, Budgets and Administration (appointment of Law Clerk), presented in the Senate on September 24, 1996.

The Honourable Senator Kenny moved, seconded by the Honourable Senator Lewis, that the Report be adopted.

After debate,

The question being put on the motion, it was adopted.

Order No. 5 was called and postponed until the next sitting.

Consideration of the Eighth Report of the Standing Committee on Internal Economy, Budgets and Administration (budget - committees), presented in the Senate on June 13, 1996.

The Honourable Senator Kenny moved, seconded by the Honourable Senator Mercier, that the Report be adopted.

The question being put on the motion, it was adopted.

MOTIONS

The Honourable Senator Kirby moved, seconded by the Honourable Senator Petten:

That the Standing Senate Committee on Banking, Trade and Commerce, have power to sit at two o'clock, on Tuesday, Wednesday, and Thursday, October 1-3, 1996, even though the Senate may then be sitting, and that Rule 95(4) be suspended in relation thereto.

After debate,

The question being put on the motion, it was adopted.

The Senate was adjourned during pleasure to resume at the call of the bell.

The sitting resumed.

At 3:00 p.m., pursuant to the Order adopted by the Senate on September 24, 1996, the proceedings were interrupted and the Honourable the Speaker informed the Senate that Mr. Yegor Stroyev, Chairman of the Federation Council of the Federal Assembly of the Russian Federation, was in the Senate Antechamber. Mr. Stroyev was then escorted by the Gentleman Usher of the Black Rod to the floor of the Senate, presented to, and invited to take a place at the right of the Honourable the Speaker.

The Honourable the Speaker welcomed Mr. Stroyev on behalf of Honourable Senators.

Mr. Stroyev addressed the Members of the Senate.

The Honourable the Speaker expressed appreciation to Mr. Stroyev for the honour of his visit to the Senate and for his gracious remarks to Honourable Senators.

ADJOURNMENT

The Honourable Senator Graham moved, seconded by the Honourable Senator Whelan, P.C.:

That the Senate do now adjourn.

Standing Senate Committee on Legal and Constitutional Affairs

The name of the Honourable Senator Anderson substituted for that of the Honourable Senator Pearson (September 24).

Standing Senate Committee on National Finance

The name of the Honourable Senator Landry substituted for that of the Honourable Senator Forest (September 24).

Standing Committee on Internal Economy, Budgets and Administration

The name of the Honourable Senator Milne substituted for that of the Honourable Senator Forest (September 25).
