The Science Services and Technology Acquisition Management Sector (STAMS) is an arm of the Acquisitions Branch, whose mandate is to provide common services for acquiring goods and services on behalf of departments and agencies of the Government of Canada. STAMS manages contracting for goods and services as well as providing other specialized services on behalf of a wide range of federal governments department and agencies.

STAMS is comprised of five Directorates.

Summary

The Science and Professional Services Procurement Directorate contracts for research and development services and related scientific activities on behalf of customer departments in support of their mission-oriented science and technology requirements. The Directorate also provides contracting services to customer departments in a wide area of commercial and custom professional services including training, translation, financial, non-consulting, air charter and temporary help services.

The Special Procurement Initiatives Directorate was created to plan, implement and manage large, complex and sensitive procurements in areas falling under the responsibility of Services and Technology Acquisition Management Sector (STAMS).  Examples of ongoing projects include the Shared Travel Services Initiative, the Firearms Registration Project, the Compensation Modernization Project, and the Canadian Forces Contractor Augmentation Program, each representing state of the art, technically complex, multi-jurisdictional initiatives.  Special Procurement Initiative requirements are typically large, complex, multi-year and high value acquisitions with dedicated procurement teams, which may be co-located with the client project team.

The Informatics and Telecommunications Systems Procurement Directorate is responsible for the acquisition of informatics and telecommunications goods and services, and IT professional services on behalf of client departments and agencies.  It is also responsible for the development and implementation of strategic procurement approaches and initiatives for the negotiation and life-cycle management of IM/IT systems and business solutions required to enhance the capacity to develop, support and sustain the business transformation process and systems.

The Software and Shared Systems Procurement Directorate is responsible for the procurement, contract administration and contract maintenance services of complex and commercial off the shelf (COTS) software as well as the integration and shared IT systems required by client departments and agencies, such as the Secure Channel, Software Shared Systems (i.e. HR, Financial, Records Management). It is also responsible for the formulation of the acquisition strategy for software site licenses required for client departments.

The Contract Management Directorate is responsible for directing the development, implementation and management of a framework in support of the contract management function, as well as for establishing a monitoring and reporting regime, built around the framework, for the early detection and resolution of contract-related problems.
