Electronic commerce ranges from the exchange of vast amounts of financial assets between financial institutions, to electronic data interchange between wholesalers and retailers, to telephone banking, and to the purchase of products and services on the internet. Electronic commerce requires an international set of rules where citizens, institutions and businesses can easily exchange information, products and services across borders and around the world with predictable results and protection. This discussion paper seeks the public's view on how to strike the right balance in the new legislation. It sets out the main issues that need to be addressed and outlines some options for the legislation, followed by some specific questions for consideration.
