Background

The Matching Fund Program is part of the Government of Canada's $425 million five-year commitment to tsunami-affected countries. The Government of Canada announced in the early aftermath of the tsunami that it would match dollar-for-dollar individual donations made between December 26, 2004, and January 11, 2005. Canadians have donated more than $213 million to 23 
eligible organizations.

All 23 Matching Fund Partners are Canadian non-governmental organizations (NGOs) that are well-established partners. They have been screened for track records of proven capacity, expertise, and the ability to achieve results as humanitarian organizations.

As of January 1, 2006, CIDA had approved $93 million for 17 relief and early rehabilitation projects and $23 million for seven 7 reconstruction initiatives from its Matching Fund Partners.

The eligible organizations themselves determine the specific use of the actual funds they raise. Only funds used to respond to the consequences of the tsunami and its aftermath will be matched. Eligible NGOs can apply for matching funding for:
  • humanitarian relief/rehabilitation—these are simplified proposals for projects that last approximately about 12 months. This phase has largely been completed; and
  • reconstruction—these are more detailed proposals, which under CIDA’s tsunami program, can last up to four years.

The expenditure of matching funds is subject to all normal federal government legislative, regulatory, and administrative requirements, as well as CIDA's specific funding policies.
