Review categories
Selection Criteria
(1)
Eligibility of partners
Is the Canadian lead partner Aboriginal-controlled, representative of Aboriginal groups and incorporated or legally established?
Is the LAC partner registered/established in a LAC country, Indigenous-controlled and community or stakeholder driven?
(2)
Country eligibility and priority
Is the proposal from a country with a large Indigenous population (Guatemala, Ecuador, Bolivia, Peru)?
Is the proposal from a CIDA country of concentration and/or the Government of Canada?
Is the proposal from a vulnerable Indigenous population?
(3)
Capacity of partners
Does the Canadian partner have relevant institutional expertise and experience to carry out the work outlined in the proposal?
Does the LAC partner have the organizational mandate, capacity, and necessary community support to implement the project?
Has the LAC partner led or substantially contributed to the project design process?
Is the partnership appropriate, relevant, and effectively able to contribute to the project's outcomes and LAC institutional capacity development?

Development context / Needs assessment
Is there a clear and relevant presentation of the social, political, and economic context?
Has the level of poverty in the community and surrounding region been adequately described?
Were local organizations and/or the community involved in identifying their development needs?
Are the organizational and community needs been clearly expressed?
Are the project's objectives consistent with identified development needs?
Is the Canadian experience relevant to the local context and needs?
Is there a clear and appropriate knowledge exchange?

Results and objectives
Does the project meet the IPPP's goals and one or more of its objectives?
Are the results clearly defined?
Are the short-, medium-, and long-term results realistic and measurable?
Is there a plan on how to measure progress toward expected results?

Themes addressed
Has sustainable development been adequately addressed? (mandatory)
Has knowledge exchange been adequately addressed? (mandatory)
Has gender equality been adequately addressed? (mandatory)
Does the proposal involve international policy dialogue?
Does the proposal target youth?

Methodology
Is it clear how the proposed activities will achieve the project's objectives and expected results?
Are the roles, responsibilities, and contributions of all participating institutions clearly defined and appropriate?
Does the proposal define a management structure, which is likely to ensure effective coordination of activities during project implementation?
Is there evidence that both the LAC and Canadian lead partners will share in decision-making and planning?
Is there strong participation of the local community in designing, planning, and carrying out the project?
Are realistic risk assessment and sound mitigation strategies provided?
Have lessons learned from similar projects been integrated?
Where applicable, is the use of information technology and connectivity relevant and appropriate?

Gender
Does the proposed project incorporate an understanding of gender issues and needs into overall project planning, execution, and results?
Has a gender analysis been done and incorporated (e.g., gender role analysis, sex-disaggregated data) into the proposed project?
Is there equitable participation of women in planning, implementation, and evaluation of the proposed project?
Have gender-sensitive results and indicators been identified for the proposed project?

Environment
Have positive and negative environmental impacts been identified?
Are adequate mitigation measures defined for negative impacts?
Has the project met the requirements of the CEAA?

Dissemination
Have effective and reasonable methods of dissemination of the project's results been identified?
Is the proposed use of connectivity adequate for dissemination of results?
Does the project have the potential to be replicated elsewhere with other partners?

Timetable and budget
Are there significant overall financial and in-kind resources contributed collectively by all partners (Canadian, LAC, other)?
Is the budget appropriate for the type and level of results expected?
Are the timelines and budget feasible?
Are all the proposed costs eligible?
Is the CIDA contribution less than $100,000?

Sustainablility
Will the project sufficiently strengthen the capacity of the LAC partner or partners to manage project results well into the future?
Is there evidence that the partnership will be sustained after project completion?
Is there evidence of priority given to the development needs of the local community?
Will the activities promote and ensure sustainability?
Is there sufficient local community ownership/buy in?
Is there local government support?
Have other possible future sources of funding been identified?
