The following Employment & Training Info-Guide is a document designed to help you navigate through the different government programs, services and regulations and identify those of interest. Although most of the questions will be answered in an Info-Guide, the list is, by no means, exhaustive.  For further information on any of the programs or services in this document can be obtained by calling the numbers listed with each program or by calling the Canada/NWT Business Service Centre.  This document is only meant as a guide and should not be considered all-inclusive; therefore, the Canada/NWT Business Service Centre will not accept responsibility for business decisions made with the information provided.

Training & Employment Programs & Services


Apprenticeship Training Assistance
Apprenticeship Training Assistance is a subsidy, that is provided to employers in order to help offset the cost of training an apprentice for permanent employment.  NWT businesses, corporations, Aboriginal groups, housing associations, local governments and government departments are eligible to benefit from this program.  Preference is given to employers who are registered or eligible for registration under the Business Incentive Policy.  Certain other requirements must also be met.  Subsidies are negotiated to a maximum of $10.00 per hour or $400.00 per week.  For more information contact your regional Career Centre listed at the end of this section.

Graduate Transition Program
The Graduate Transition Program is designed to assist graduates with finding jobs related to their field of study and to help employers offset the costs of hiring a new employee.  All NWT employers, excluding federal and territorial governments are eligible to apply for funding.  A maximum of $25,000 will be available to employers to offset salary costs.  For more information contact your regional Career Centre listed at the end of this section.

Training on the Job
Training on the Job financially assists employers in training northern residents. Trainees obtain the necessary skills to access and retain meaningful work. Training may be on the job, institutional or a combination of both.  Wage subsidies are provided to employers to offset the costs of training.  Eligible clients must be NWT residents, currently receiving Employment Insurance benefits or have had a claim which ended in the last 3 - 5 years.  Financial assistance is based on a negotiated cost shared basis up to a maximum of 80%  or $300 per week or $7.50 per hours.  More information can be obtained for the Career Centre in your region.  Contacts are listed at the end of this section.

Schools North Apprenticeship Program (SNAP)
Schools North Apprenticeship Program is a secondary school program for students who are interested in a career in a designated trade. SNAP allows students to stay in high school and be registered under the apprenticeship system.  Any employer who employs a journeyperson certified in the trade in which they will provide training is eligible to participate in the program.  For more information contact the Career Centre in your region listed at the end of this section.

Occupational Training on the Job
Occupational Training on the Job is a wage subsidy program where employers enter into an agreement with the Government of the Northwest Territories and a trainee.  The program provides a portion of the trainee's salary.  Subsidies will assist the employer in training the employee in a designated occupation.  This will encourage the trainee to become certified in the occupation.  Training must follow industry designed standards and lead to permanent employment.  For more information contact the Career Centre in your region listed at the end of this section.

Self Employment Option
The Self Employment Option provides participants with formal instruction in business plan development and business advise.  An expert evaluates the business idea, and provides coaching, guidance and follow-up during the implementation of the business plan.  For more information contact the Career Centre in your region listed at the end of this section.

Youth Employment
The objective of the Youth Employment program is to provide opportunity for youth and students to obtain essential skills through work experience.  Wage subsidies are provided to employers to offset the costs of hiring individuals with limited skills. Students or youth may be subsidized individually or on a project basis.  For more information contact the Career Centre in your region listed at the end of this section.

Employer Services
Employer Services helps employers find employees, provide information on employment programs, employment market information, training needs, human resource planning, and occupational standards.  For more information contact the Career Centre in your region listed at the end of this section.

HUMAN RESOURCES AND SKILLS DEVELOPMENT CANADA (HRSDC)

Labour Management Partnerships Program
This program is a contribution program designed to encourage effective labour-management relations in the workplace or at the sectoral level by providing funding assistance that supports efforts by unions and employers to jointly explore new ways of working and of working together.  Funding is available to a maximum of $100,000 per project over a period not exceeding two years.  For more information contact:

Labour Market Partnerships
This partnership is a measure used by Service Canada to encourage, support and facilitate human resource planning and labour market adjustments which are in the public interest.  It provides funding to assist employers, employee/employer associations and communities to deal with labour market issues.  For more information contact the Service Canada office in your region as listed at the end of this section.

Targeted Wage Subsidy Program
Under this program Employment Insurance eligible individuals who have difficulty finding work, are assisted in locating an employer who will enter into an agreement with Service Canada to provide the individual with employment of up to 78 weeks.  For more information contact the Service Canada office in your region as listed at the end of this section.

Work-Sharing Program
This program is designed to help employers and workers avert temporary layoffs.  Workers who are willing to work a temporary reduced work-week are eligible for Employment Insurance benefits.  This benefits the employer and employee alike.  For more information contact the Service Canada office in your region as listed at the end of this section.

Opportunities Fund for Persons With Disabilities
Opportunities Fund provides support to individuals, employers and coordinating agencies, to help people with disabilities gain access to paid employment or self-employment.  Opportunities Fund is designed to work in partnership with organizations of persons with disabilities and other sectors, including the private sector, to support innovative approaches to helping individuals with disabilities move into paid employment or self-employment.

Student Career Placements (SCP)
This program provides wage subsidies to public, private and not-for-profit employees to create summer jobs for secondary and post secondary students.  For more information contact the Service Canada office in your region as listed at the end of this section.

Business Skills
The Business Development Fund, Schedule "D", Contributions for Business Skills is designed to assist NWT businesses to:

- undertake short-term training in business skills; 
- acquire short-term professional or managerial support in specific circumstances; - develop a training plan.

CANADIAN EXECUTIVE SERVICE ORGANIZATION (CESO))
CESO is a not-for-profit, volunteer based organization that provides economic development expertise to Canadian and International businesses.  Highly qualified Volunteer Advisors serve as mentors, advisors and trainers.
