HRSDC has entered into agreements with most provinces and territories to define how the Benefits and Measures would be delivered in each region.
As a result, in New Brunswick, Quebec, Manitoba, Saskatchewan, Alberta, the Northwest Territories and Nunavut, programs similar to the Employment Benefits and Support Measures are delivered by the provincial or territorial government pursuant to agreements under Section 63 of the Employment Insurance Act.
HRSDC delivers the Employment Benefits and Support Measures in Newfoundland and Labrador, Nova Scotia, Prince Edward Island, Ontario, British Columbia, and the Yukon. Contact the Human Resources Centre of Canada nearest you for details.
The Job Creation Partnerships projects provide eligible participants with opportunities to maintain or enhance job skills. At the end of their participation, clients will have recent work experience to add to their resumes and this, together with the networking which participants are able to do while on a project increases their chances of successfully finding long-tem employment.
Eligibility Criteria
Eligible employers:
- Businesses;
- Not-for-profit organizations;
- Crown corporations;
- Municipalities or provincial / territorial governments;
- Public health and educational institutions;
- Band/Tribal councils;
Eligible participants are unemployed individuals:
- Who have established a claim for Employment Insurance benefits; or
- Whose Employment Insurance benefit period ended within the last three (3) years; or
- Who established and was paid a claim for Employment Insurance maternity or parental benefits within the past five (5) years and are re-entering the labour force after having left it to care for newborn or newly adopted children.
Summary
How do I become a sponsor?
Employers must submit the application form "EMP5209" to their local Human Resource Centre of Canada (see list below). Employers may also complete the application form prior to visiting the local office.
Duration
Projects may be approved for a period no greater than 52 weeks.
Financial Parameters

Funding may be provided to sponsors/employers to cover such overhead costs as wages and employment related costs and eligible expenses negotiated with program officials;

Funding may be provided for capital costs to a maximum of $1 million per year where such costs are essential to the achievement of objectives;

Assistance provided for capital costs must be on a cost shared basis.
