Canadian Air Transport Security Authority Announces Additional Payment For Screening Officers

OTTAWA, September 24, 2002 - Brian Flemming, Chairman of the Canadian Air Transport Security Authority (CATSA), today announced a further increase in the transition payment plan for eligible pre-board screeners working at Canadian airports.

"Screening officers have faced additional demands in a heightened security environment since September 11, 2001-and they have risen to the challenge. This payment reflects more accurately the additional training requirements and increased responsibilities of screening officers," said Mr. Flemming.

In addition to their regular pay, eligible screening officers will be receiving the equivalent of two week's pay on a quarterly basis (over the last two quarters of this calendar year). This follows the initial CATSA interim transition payment plan announced on May 29, 2002.

While the lead carriers are still operationally responsible for pre-board screening, as of April 1, 2002, the Authority assumed financial responsibility for screening at airports, and has been reimbursing the airlines for these costs. CATSA is expected to assume operational responsibility for pre-board screening at the designated airports by the end of this year.

"This additional payment plan fits with our strategy to focus on screening officer development and retention," added Mr. Flemming. Recruiting, retaining, and developing a world-class cadre of screening officers is a key part of CATSA's mandate. Fostering continuous learning in a supportive working environment in which screening officers are well-trained and justly compensated, is integral in maintaining Canada's excellent air transport security system.
