Community Economic Development Program

Indian and Northern Affairs Canada (INAC)

Last Verified: 2006-05-10

The Community Economic Development Program provides core financial support for First Nation and Inuit communities for public services in economic development. The financial support is intended for community economic development planning and capacity development initiatives, development of proposals and leveraging financial resources, and carrying out economic development activities.

Eligibility Criteria

Eligible recipients are First Nation and Inuit community organizations, and other organizations they have mandated or designated to act on their behalf.

Eligible Activities

Eligible activities include:

  • one-time projects and ongoing activities for community economic development planning and capacity development;
  • proposal development and the leveraging of financial resources;
  • employment of community members;
  • development of community-owned and community member businesses;
  • development of land and resources under community control;
  • access to opportunities from land and resources beyond community control;
  • promotion of community investment; and
  • activities in research and advocacy.

Summary

What are the funding levels?

INAC determines funding levels annually. INAC allocates funds through national and regional funding allocation methodologies that distribute the program budget to First Nation and Inuit communities based on factors such as population and number of communities in a region.

What information is required?

Potential recipients must submit an annual operational plan which includes a brief description of the projects and activities to be carried out with the funding allocation, the expected results and possible performance measures, a cost estimate of the projects and activities, and a monthly cash flow forecast.

How is the program delivered?

Once a potential recipient has submitted an annual operational plan, INAC enters into a funding agreement with the recipient. The agreement requires the recipient to carry out the annual operational plan and report at the end of the year on the activities carried out and their results.
