Does Your Child Qualify?

Does your child have a major functional disability or other recognized disability?

Does he or she need special aids or equipment in order to go to school or do assignments at home?

If you answered these questions with a “Yes,” you may qualify for an allowance to cover the cost of the material resources your child needs in order to pursue his or her studies.

Requirements

To qualify for an allowance, your child must:

have a major functional disability (severe visual impairment, severe hearing impairment, motor impairment or organic impairment) or other recognized disability (hearing loss of at least 25 decibels, paralysis of a single limb, paresis of one or more limbs, or a language or speech impairment)

need special aids or equipment in order to be able to pursue his or her studies (provided the cost of such aids or equipment is not covered by another body or organization)

be enrolled full-time or part-time in a program of study recognized by the Ministère de l'Éducation, du Loisir et du Sport

reside in Québec

be a Canadian citizen or permanent resident

How to Apply

Before completing the form, make sure that your child qualifies for the Allowance for Special Needs Program and that his or her needs in terms of aids or equipment have been assessed by an occupational therapist, a speech therapist or the appropriate authority at a low-vision centre.

Complete the 2006-2007 Application for an Allowance for Special Needs (Preschool, Elementary and Secondary Education, [Youth Sector]) form (PDF). Section 6 of the form must be completed by an occupational therapist, speech therapist or audiologist and section 7, by a general practitioner.

Provide the following supporting documents:

  -

if your child has a severe visual impairment, an attestation from a low-vision centre, a document attesting that he or she is blind or a copy of his or her CNIB card

  -

if your child has a severe hearing impairment, an audiogram

  -

a birth certificate or commemoration of Canadian citizenship certificate

  -

a letter of endorsement signed by the school principal giving the name and address of the school, the dates on which classes begin and end, the number of hours of class per week and your child's grade level

  -

the estimates, attestations or recommendations for the special aids, equipment or software

     

Attach all of the required documents. An incomplete application will delay the processing of your file.

What Expenses Are Allowed?

The following expenses are allowed:

the cost of aids or equipment required to compensate for the effects of the disability and to enable the student to do assignments at home

the reproduction of school materials in Braille on paper, or the equivalent in electronic form

the cost of reference works in Braille on diskette and of copyright protection software that allows the user to access works in electronic form

the cost of repairing aids or equipment purchased under this program, provided a cost estimate is supplied
