Meetings on Pacific Herring: Science-based Review of
Herring Management
Fisheries
and Oceans Canada (DFO) hosted workshops with interested
parties throughout British Columbia to discuss the status of
Pacific herring stocks, how herring stocks and fisheries are
managed today, and possible new approaches incorporating risk
management.
This
review happened in 2003 for several reasons. Some herring
stocks were not as abundant as expected under the existing
management strategy. Perhaps the criteria used to determine
allowable harvest was no longer adequate to ensure that
conservation and production goals were achieved. In addition,
concerns were expressed that the existing approach limited
fishing opportunities. Finally, a pilot Objectives Based
Fisheries Management (OBFM) planning process, an extension of
Integrated Fisheries Management Plans, was in progress for
herring. Conservation and fisheries management objectives were
integrated into these plans, in a risk management framework. The
science-based review is an essential component of the OBFM.
