Organization Chart - Corporate Services and Human Resources Branch

The Corporate Services and Human Resources Branch provides the internal support necessary for the delivery of Department of Fisheries and Oceans programs in the Gulf Region. These services are provided in various ways:

  • Advice on departmental and regional policies;
  • Support and coordination for governmental, departmental and regional programs;
  • Direct services to staff and managers for all functional matters.

The branch has approximately 45 employees. In the Gulf Region, it comprises four divisions:

Finance and Assets Management Division

The Finance and Assets Management Division performs the following tasks:

  • Financial management: financial advice and analysis; budget transfers, forecasting and monitoring; policy interpretation and advice;
  • Accounting operations: payment of invoices and employee related claims; invoicing and processing of receipts; pay distribution; financial system support and training;
  • Assets Management: contracting services including advice and training to regional employees; acquisition card coordination, vehicle administration, assets management including their proper recording and disposals and warehousing services at Regional Headquarters.

Human Resources Division

The Human Resources Division advises the various branches of the Gulf Region in all matters relating to human resources, including:

  • Operations: provision of programs and advices relating to staffing and classification, staff relations and human resource planning;
  • Professional development: provision of programs relating to official languages, employment equity, staff training and development;
  • Organizational health: management of programs relating to employee assistance, and specialized advice on staff relations;
  • Employee benefits: management of employees' pay and fringe benefits.
  • Provision and administration of human resources systems (PeopleSoft, Leave Self-Service).

Informatics Division

The Informatics Division is made up of three sections:

  • Technology Services: this section manages the regional computer network, which involves managing the local area network, administering the systems and providing technical support. The section also managers the Gulf Region data communications network, videoconferencing equipment and telephone systems.
  • Applications Services: Development and technical support with respect to computer applications. These applications are found in such fields as licensing, quota monitoring and the measurement of fishing effort. This section is also responsible for the infrastructures supporting the Gulf Region's Internet and Intranet sites.
  • Records and Mail Management: This section is responsible for the safekeeping of corporate information and its conservation or disposal according to departmental guidelines. It is also in charge of collecting and distributing mail to Gulf Region staff, and providing advice on the most economical mailing methods.

Real Property, Safety and Security

The Real Property and Security Services Division provides the following services:

  • Custodial services for all real property in the Gulf Region;
  • Planning and advice on accomodations for all regional programs;
  • Monitoring of environmental standards related to real property;
  • Regional security concerning both physical and personnal aspects of DFO facilities and staff.

The Gulf Fisheries Centre is located in Moncton. It occupies an historic building that was formerly the Collège Notre-dame d'Acadie, New Brunswick's first university-level French-language educational institution for women. The building was also used as the headquarters of the Secretariat for the VIIIe Sommet de la Francophonie in 1999.
