Regulations Amending the Pulp and Paper Effluent Regulations, publication in Part II of the Canada Gazette on May 19, 2004

The Regulations Amending the Pulp and Paper Effluent Regulations have just been approved by the Governor in Council, and come into force on May 4, 2004. The amendments were published in Part II of the Canada Gazette on May 19, 2004. A copy of the Canada Gazette notice is available in:

The amendments deal mainly with monitoring and reporting requirements, and focus on streamlining and improving the current Pulp and Paper Effluent Regulations (PPER) and the former Port Alberni Pulp and Paper Effluent Regulations, which were issued under the Fisheries Act in 1992. The amendments do not change the fundamental basis of the existing Regulations nor do they reduce the effluent quality requirements of the current Regulations. The amendments also include provisions to merge the Port Alberni Regulations into the PPER. However, the stricter allowable discharges and most of the specific requirements that were found in the former Port Alberni Regulations are maintained in the new framework of the amendments. The Port Alberni Regulations are therefore revoked upon the coming into force of the current amendments.
