Herring Report Submitted to Regan

february 16, 2004

OTTAWA – The Honourable Geoff Regan, Minister of Fisheries and Oceans, today announced that he has received Allister Surette’s report on the Gulf herring conflict.

Mr. Surette was hired in December, 2003 to undertake a review of the issues that have fuelled conflicts in recent years between inshore fixed gear fishers and herring purse seine fishers in parts of the southern Gulf of St. Lawrence.

Minister Regan thanked Mr. Surette for his thorough examination of the fisheries issues.  "Mr. Surette has done a very good job of framing the issues in just a few short weeks. He has laid the foundation for further work with the fishing industry and provinces."

Mr. Surette’s mandate was to determine the scope of the problem and to present options for moving ahead. He was not asked to offer solutions or recommendations. The facilitator’s report will be publicly released after it has been translated.
