REGAN APPOINTS NEW MEMBERS TO THE FISHERIES RESOURCE CONSERVATION COUNCIL

OTTAWA – The Honourable Geoff Regan, Minister of Fisheries and Oceans (DFO), today announced the appointment of three new members to the Fisheries Resource Conservation Council (FRCC).

"I would like to congratulate John Angel, Ken Fowler and Louis LaPierre on their appointment to the council," said Minister Regan. "The FRCC has undertaken an ambitious agenda and I know the vast knowledge and experience these new council members have will enable them to meet the challenges and goals that lie ahead."

Mr. John Angel, of Bedford, Nova Scotia, is a fishing industry consultant. Until recently, he was responsible for the management and direction of a group of companies involved in the harvesting and processing of northern shrimp in Eastern Canada and the Arctic. Prior to that, he was regional director, Fisheries and Habitat Management for DFO, Maritimes Region.

Mr. Ken Fowler, of l’Anse-au-Loup, Newfoundland and Labrador, is the assistant general manager of the Labrador Fishermen’s Union Shrimp Company, where he has worked in various positions since 1981. Educated at the College of Fisheries in St. John’s, Mr. Fowler has extensive knowledge of the fishing industry.

Mr. Louis LaPierre, PhD, of Moncton, New Brunswick, recently retired from the K.C. Irving Chair in Sustainable Development at the Université de Moncton. He was also professor of Wildlife and Environmental Ecology, director of the Master of Environmental Studies Program and director of the Environmental Science Research Centre (from 1990-1994) at the Université de Moncton.

In December, 2003, Jean Guy d’Entremont was appointed chairman of the FRCC and Donald Delaney, Brad de Young and Gabe Gregory were appointed as council members. A Nunavut representative is expected to be appointed in the near future. Doug Johnston, J.J. Maguire, Guy Cormier and John Pope are also current council members, bringing the size of the council to 12 members, down from 14. A smaller council will provide a broad range of representation while allowing added flexibility to engage industry representatives on an as-needed basis.

FRCC members are drawn from the scientific and academic communities and the fishing industry in the Atlantic provinces, Quebec and Nunavut. Since 1993, the Council has provided advice to the Minister on catch levels and other conservation measures for Atlantic groundfish fisheries. The role of the council was recently re-oriented toward the production of more strategically focused products. As a first step in that direction, it has been tasked with designing a conservation framework for the Atlantic snow crab fishery. The council was also recently asked to provide advice to the Minister on Gulf cod stocks for the upcoming fishing season.
