FEDERAL GOVERNMENT ACCEPTS RECOMMENDATIONS OF THE JOINT ENVIRONMENTAL ASSESSMENT PANEL ON THE JACKPINE OIL SANDS MINE PROJECT

april 22, 2004

OTTAWA -- The Government of Canada today announced that it accepts the recommendations of the Joint Environmental Assessment Panel Report for the proposed Jackpine Oil Sands Mine Project – Phase I.

The Project was approved by the Alberta Energy and Utilities Board (AEUB), with certain conditions, under its provincial legislation. The way is now clear for the Government of Canada to proceed with federal regulatory approval required by Shell Canada Ltd. for the Jackpine Oil Sands Mine Project – Phase I.

The proposed project is located in the oil sands area about 70 km north of Fort McMurray, Alberta, and consists of an oil sands mine, a bitumen extraction plant, a cogeneration plant, and a freshwater pipeline. This project is considered Phase I of the Jackpine development.

The Joint Panel concluded that the project is unlikely to result in significant negative environmental effects, provided that the appropriate measures proposed by Shell Canada Ltd., and the Panel’s recommendations are implemented.

As required under the Canadian Environmental Assessment Act, the Government of Canada developed a response to the Panel’s Report, and has made it available to the public. In preparing its response, the federal government considered the Panel’s recommendations, previous public consultations and the results of the public hearing conducted by the Panel.

The Government of Canada will continue to work with the Government of Alberta to ensure that appropriate measures are in place and that Shell Canada Ltd. will follow through with the commitments made during this review.

Harmonizing environmental assessments across Canada remains a priority for the Government of Canada in maintaining effective and timely joint reviews.
