Orders of Reference

A committee’s order of reference is the Order of the Senate that authorizes it to examine a bill or to undertake a special study. Most committees require an order of reference before they can undertake such work. Two standing committees do, however, have permanent orders of reference, allowing them to undertake their work without waiting for a specific order of reference. These are the Committee on Privileges, Standing Rules and Orders (responsible for proposing amendments to the rules of the Senate, examining questions of privilege and consideration of the orders and customs of the Senate and privileges of Parliament) and the Committee on Internal Economy, Budgets and Administration (responsible for the financial and administrative matters relating to the internal management of the Senate).

(2006-10-31)  The expenditures set out in the Supplementary Estimates (A) for the fiscal year ending March 31, 2007.
(2006-10-18)  Bill S-217, An Act to amend the Financial Administration Act and the Bank of Canada Act (quarterly financial reports).
(2006-09-27)  Examine and report on issues relating to the vertical and horizontal fiscal balances among the various orders of government in Canada.
(2006-06-22)  Bill S-201, An Act to amend the Public Service Employment Act (elimination of bureaucratic patronage and geographic criteria in appointment processes)
(2006-06-13)  Bill C-13, An Act to implement certain provisions of the budget tabled in Parliament on May 2, 2006.
(2006-04-26)  The examination of the Estimates laid before Parliament for the fiscal year ending March 31, 2007.
