Assistant Deputy Minister

Jim was born and educated in Toronto, graduating from the University of Toronto in 1975 with a Bachelor of Science in Forestry. He spent the next seven years working with Abitibi Paper Company (later Abitibi-Consolidated) in northern Manitoba and Ontario, conducting harvest operations and buying and selling sawlogs and pulpwood.

In 1983, he joined the Canadian Forest Service (then part of Environment Canada) in Prince Albert, Saskatchewan, as the senior officer responsible for federal-provincial agreements. After four years, he moved to the CFS-Great Lakes Forestry Centre in Sault Ste Marie. Over the subsequent ten years, as Director of Forestry Development for Ontario, he was responsible for the federal-provincial Model Forest and First Nations Forestry Programs. He also directed R&D programs in forest landscape management, fire management, forest health and climate change.

Relocating to CFS Headquarters in Ottawa in 1997, as Director of the Industry and Trade Division, Jim assumed responsibility for industry relations, trade and market access issues, and industry partnerships in R&D. In 2004, as Director General of the Policy, Economics and Industry Branch, he took on national responsibilities for domestic policy, economic analysis, international affairs, and industry and market access issues, as well as international market development programs.

On September 11, 2006, Jim was appointed as Acting Assistant Deputy Minister of the CFS.

Jim resides in Ottawa, and he and his wife Janet have three children.
