FRONTIER LANDS MANAGEMENT DIVISION

"Frontier Lands" is a term used to describe those parts of "Canada" which, for the purposes of controlling hydrocarbon resources, the federal government has jurisdiction. 

They are defined in the Canada Petroleum Resources Act in section 2 as: 
"lands that belong to Her Majesty in right of Canada, or in respect of which Her Majesty in right of Canada has the right to dispose of or exploit the natural resources and that are situated in: 

  1. the Northwest Territories or Sable Island, or 
  2. those submarine areas, not within a province, adjacent to the coast of Canada and extending throughout the natural prolongation of the land territory of Canada to the outer edge of the continental margin or to a distance of two hundred nautical miles from the baselines from which the breadth of the territorial sea is measured, whichever is the greater." 

The areal extent of frontier lands approximates 10.2 million square kilometres, approximately 6.4 million square kilometres under the jurisdiction of Department of Indian Affairs and Northern Development (DIAND), and 3.8 million square kilometres under the jurisdiction of Natural Resources Canada (NRCan). Approximately 50% of frontier lands is offshore. At the maximum in the 1970s, approximately 300,000,000 hectares were under permit to the oil industry.

The Frontier Lands Management Division

The Frontier Lands Management Division (FLMD) is part of the Energy Sector of Natural Resources Canada. The mandate of FLMD is to manage federal oil and gas interests for offshore. This includes joint federal-provincial management regimes that have been established on Canada´s Frontier Lands. FLMD maintains expertise in rights issuance, oil and gas engineering, environmental assessment, resource assessment, industrial benefits, joint management concepts, and commercial loan facilities.
