Steps to Apply for Multiple Funding in Quebec Using the "One-Stop Shop"
Important
Except in the case of submissions under the Gazifère program, your project is required to meet all the mandatory requirements of the Model National Energy Code for Buildings (MNECB).
Each program:
- is discretionary, with its own specific eligibility criteria (it is possible that your project could be accepted by one program and be rejected by another)
- has its own separate financial limits (for new buildings, no financial limit is imposed on financial applications to multiple partners for a single building)

Option 1 – Submit Your Project to NRCan's CBIP
Here are the steps to follow:
- Complete and send a copy of the Expression of Interest Form to CBIP. Make sure that you check the box beside the text that states: "I authorize Natural Resources Canada to disclose the project information on this form for the purpose of enabling joint funding." This will permit NRCan to share the information in your submission.
- A letter with a project number is sent to the building owner and simulator. This project number entitles you to technical support valued at $1,000. Please apply to obtain this service.
- Use the most appropriate tool (EE4-CBIP, EE Wizard or Hydro-Québec's PEP) for your building type to submit under the Performance Path method.
- Note: Applications for restaurants must be submitted in
EE4-CBIP. Applications for retail food stores and arenas must be submitted in the EE Wizard. Applications for all other building types may be submitted in either EE4-CBIP or Hydro-Québec's PEP tool.
- Provide all the documentation on the proposed building required for the submission. You must complete and attach all documents listed in the CBIP/IBIP Submission Checklist.
Note 1: If your project is submitted under the PEP, you are required to include all the documents listed under the CBIP/IBIP Submission Checklist.
Note 2: If you are using CBIP-EE4 or EE Wizard, you will have to complete a short PEP file. In PEP, select "Dossier PEBC," then "Vocation de référence" in the scrolling menu of the PEP, and complete the appropriate tab pages using the online help directory. Hydro-Québec requires you to provide a heads-up by sending it the *.VEH project file through the Hydro-Québec File Transfer Module
Note 3: The steps below (5 to 8) must be followed, regardless of which tool you use to submit your project.

- CBIP will give the project a technical review and forward the results to partners, who will confirm the details of their financial support.
- Note: Partners are responsible for the administration of their own financing. Their agents will contact you to confirm the amount of your funding and establish their separate Contribution Agreements. Partners may request additional information from you in order to complete their respective applications.
- If the design meets the conditions to receive CBIP funding, an NRCan Contribution Agreement will be sent to the owner of the building.
- Once the Contribution Agreement is signed by all parties, the building owner completes and submits the Initial Payment Request Form to NRCan and then receives 80 percent of the financial support.
- The building owner completes and submits the Final Payment Request Form to NRCan along with a photograph of the building and proof that the building has been constructed in accordance with the design specifications. The remaining 20 percent of the financial support will then be remitted.
Option 2 – Submit the Project Through Hydro-Québec's AI-OEB
- Enter the data in Hydro-Québec's PEP tool.
- In the menu bar, scroll down to "Simulation" and select "Programme PEBC (OEE)."
- On the tab called "III – Coûts estimation de l'appui financier," the software estimates the incentive for CBIP and AI-OEB.
- Follow the usual procedure to capture information in the PEP.
- Once the PEP simulation is complete, there are two possibilities:
- The percentage energy savings calculated in the PEP are below 25 percent:
- If this is the case, your project is not eligible for CBIP funding. You may, however, submit your project to Hydro-Québec, following the standard procedure described in the Participant's Guide (available in French only).
- The percentage energy savings calculated in the PEP are 25 percent or above:
Important If, as a result of CBIP's technical review, it is determined that the building fails to meet the 25 percent target, the file will be ineligible for CBIP funding. The results of the review will still be forwarded to Hydro-Québec, the Energy Efficiency Fund and Gazifère, which can apply for funding under their own programs.
