Amendment to the Energy Efficiency Regulations.

Amendment 8 of the Energy Efficiency Regulations was registered on September 1, 2004 and published in the Canada Gazette Part II on September 22, 2004. This amendment addresses the energy efficiency of dishwashers, clothes washers, storage water heaters, chillers, and exit signs.

The Regulations amending the Energy Efficiency Regulations (the "amendment") increases the minimum energy efficiency of clothes washers providing energy and water savings and of gas-fired and electric storage water heaters. This amendment introduces regulations for exit signs and for water chillers used to cool large buildings.

This amendment updates the test methods for clothes washers, dishwashers, and storage water heaters. Test methods are revised to take into account equipment changes, to improve accuracy, and to ensure that the test method is representative of actual use of the equipment. For dishwashers, the method of calculating annual energy consumption for the EnerGuide label has changed. The test procedure includes a modified test for "soil sensing" dishwashers.

The Energy Efficiency Regulations help Canada meet its commitments under the National Action Program on Climate Change. The measures established under this program encourage the efficient use of energy on an economic basis. They contribute to the competitiveness of Canada's economy while helping to achieve Canada's greenhouse gas (GHG) emissions limitation targets.

The effective dates of this amendment for the various products are as follows:

  • Effective immediately: water heaters, dishwashers, efficiency standard for clothes washers;
  • Effective October 29, 2004: chillers;
  • Effective November 1, 2004: internally lighted exit signs; and
  • Effective January 1, 2007: increased efficiency standard for clothes washers.

This amendment to the Energy Efficiency Regulations was pre-published in the February 14, 2004 edition Canada Gazette, Part I for a period of 75 days during which all stakeholders were invited to comment. Comments were received throughout this period and there were some small changes to the amendment in response to stakeholder input.
