The Government of Canada is a signatory to the Comprehensive Nuclear Test Ban Treaty (CTBT) and as such has agreed to be bound by its terms under international law. Natural Resources Canada is mandated under the domestic CTBT Implementation Act to operate seismic, hydroacoustic and infrasound monitoring facilities for nuclear explosion detection to support Canadian obligations. In addition, NRCan is required to provide expert technical analysis of signals from possible nuclear explosions in all environments to inform government policymakers response to potential nuclear weapons activities, and potential treaty violations. This project fulfills the mandate by completing the installation of facilities on Canadian territory required under the CTBT, ensures operation of these facilities and the operation of a robust data communications infrastructure to internationally agreed standards, and maintains Canadian capacity to provide assessments of the nature of events in selected regions.
