Bank Street, one of the principal north-south arteries in the Capital core, comes to an abrupt halt at Wellington Street in front of Parliament Hill. There is no visual connection with the banks of the Ottawa River below the Parliament Buildings, and river access is limited to a small lane that winds its way down the escarpment. In an effort to link the city, natural, civic and federal realms in the Capital, the NCC envisions the development of the Bank Street connection as a strong Capital–civic link to the Ottawa River:

  • a look-out at the edge of the escarpment valley
  • an enhanced pedestrian connection to the river's edge
  • at the riverside, docking facilities for small boats and water-taxis that would link to other core destinations on the Ottawa and Gatineau rivers.
