Manufacturing Stakeholders Consultation
Form 21 - Results and Action

On March 29, 2006, the Explosives Regulatory Division (ERD) sent a letter to holders of Factory Licences and Manufacturing Certificates, with a draft copy of the proposed Annual Information Report Form - Form 21. The Annual Information Report Form asks for volumes of explosives produced, destroyed, lost, inventoried, etc., and is to be completed and sent to ERD on an annual basis by holders of Factory Licences (F) and Manufacturing Certificates (C). Completion of the form will become a part of the Explosives Regulations that are planned to come into force by the end of 2006. The reporting period will be from January to December and the form will be due by March 31 of the following year (with March 31, 2007 being the first due date).

The letter requesting stakeholder comments was sent to a representative group of licence holders (bulk explosives, perforators, military) either directly or through the Canadian Explosives Association (CEAEC) and the Petroleum Services Association of Canada (PSAC). The letter asked stakeholders to review the form and submit comments and questions to ERD by April 14, 2006.

The following report summarizes the comments received by ERD and the actions and changes proposed to address those comments. The 30 comments received helped ERD make a number of changes to Form 21. A second round of consultations will take place after the amended regulations appear in Part I of the Canada Gazette.

The main changes resulting from this consultation are deletion of the "Imported" column, addition of a "Domestic Acquisition" and a "Starting Inventory" column, and changes to the definition of a destroyed product. Several other clarifications were made and the following table provides more information, including results and actions taken by ERD.
