Emergency Air Services Program
Emergency Response
Emergency Measures is the agency of Government that is
responsible for dealing with any large scale emergency or
disaster occurring in and for the Province of Newfoundland and
Labrador. Using its legislative support, The Emergency
Measures Act, it has the responsibility to co-ordinate and/or
manage an emergency situation. It is the only agency that is
authorized to control and coordinate the activities of all
Police, Fire, Health, Social Services, and other service in
the area, either municipal or provincial, and to engage
civilian personnel to assist in these services.
Planning and Operations Program
The general objective of the current emergency policy is
to contribute to raising the standard of emergency
preparedness throughout Newfoundland and Labrador to the
point where all types of emergencies/disasters can be met
with a prompt and effective response. In order to accomplish
this, Emergency Measures is actively involved in joint
contingency planning with all levels of government, private
sector and the civilian population.
Training and Education Program
EMO conducts a training and education program for
emergency management and response personnel. The core of
these courses is the Emergency Preparedness Program.
Specialized aspects of emergency planning are addressed in
these courses, seminars, workshops and symposiums that are
carried out by EMO staff.
Joint Emergency Preparedness Program (JEPP)
Through the Joint Emergency Preparedness Program, the
federal government provides financial contributions to
provinces and territories to assist in meeting the costs of
projects aimed at enhancing the national emergency response
capability.
Disaster Financial Assistance Arrangements
Since 1970, through Disaster Financial Assistance
Arrangements(DFAA), the Federal Government has provided
financial assistance to provincial governments when the cost
of dealing with a disaster would place an undue burden on the
provincial economy. Funds are allocated only under incident
specific emergencies/disasters.
Emergency Air Services Program
EMO is called on from time to time for assistance to the
police forces (Royal Newfoundland Constabulary & Royal
Canadian Mounted Police in search and rescue activities. The
assistance is usually in the form of air services support
for lost and missing persons. The program is also utilized
by EMO during emergency response activities.
