Commerce Officer

Commerce Officers at NRCan may be required to:

  • Plan and deliver business/economic development, competitiveness and sustainable development programs
  • Develop partnerships to promote, facilitate and negotiate agreements, seek funding and support for joint projects; keep abreast of issues and assess the significance and implications of policy positions and strategies
  • Research and analyze emerging technological challenges, infrastructure, operations and performance of a sector within a competitiveness and sustainable development context; identify and assess market/competitiveness, productivity improvement, trade and associated economic, environment and political issues
  • Manage files/issues; analyze the effect of policy strategies and positions on files, issues and initiatives; analyze policy implications and respond to strategic issues and associated policy requirements; formulate policy positions, strategies, options, advice and recommendations
  • Prepare reports and briefing notes for management; identify opportunities and threats, and formulate recommendations for the resolution of issues; participate in the development of strategic reports
  • Provide advice and briefings; advise in area of technical expertise and leadership
  • Develop and implement monitoring programs to assess industry/stakeholder compliance with agreements; monitor agreement signatories; formulate remedial action to facilitate the implementation and achievement of agreement objectives; lead the development of regulations, codes or standards
  • Represent the interests of the organization, provide leadership and act as advisor on committees and at meetings; discuss and promote policy positions and strategies; negotiate agreements; present papers; plan and organize events and conferences
  • Plan and supervise the work of an organizational unit; establish, lead and coordinate the work of multi-disciplinary working groups; establish the nature, scope, analytical methods, objectives, and resource requirements for projects.

Technology/Business Development Officer

Technology/Business Development Officers at NRCan may be required to:

  • Conduct research on economic sectors to identify and prioritize business development, marketing and technology transfer opportunities, advise on these opportunities; prepare program fact sheets
  • Establish contacts with industry, associations and agencies to facilitate the preparation of agreements and to help identify potential funding sources or client cost-recovery opportunities; liaise with private sector; prepare promotion materials, communications and business development tools, present them at marketing events
  • Plan, manage and develop frameworks and strategies for the long-term management of sector-based development programs; formulate sector development policies, program management and delivery strategies; contribute to the identification and development of priorities and objectives
  • Formulate recommendations and strategies for departmental officials; manage and provide advice to clients on intellectual property issues; manage and provide advice to clients on domestic and international business development opportunities
  • Negotiate cost recovery and licensing agreements on behalf of clients; apply intellectual property and cost recovery policies and standard business practices; monitor licensees to ensure compliance with the terms and conditions of licence agreements
  • Represent NRCan and the federal government position at international meetings; develop bilateral and multi-stakeholder partnerships in pursuit of objectives; negotiate bilateral and multilateral research and technology agreements
  • Plan and manage financial and human resources; organize and manage staff and budget; provide leadership in the development and delivery of initiatives; develop plans, objectives and operational guidelines for business development, marketing and communications initiatives; measure the effectiveness of project delivery.

Energy Efficiency Program Officer

Energy Efficiency Program Officers at NRCan may be required to:

  • Analyze and report on the impact of energy efficiency technologies, standards, labelling, incentive and voluntary programs in relation to business and program development initiatives, growth and competitiveness, environmental and economic policies
  • Research and analyze markets, technologies and trade, energy and consumption patterns of various industrial, institutional or public sector stakeholders and of associated regulatory frameworks and issues
  • Consult with external representatives to provide information, advice and guidance on energy efficiency programs and initiatives and facilitate the development and implementation of collaborative initiatives and contribution agreements
  • Create, manage and deliver marketing/promotion and business development tools to address barriers and promote energy efficiency programs and initiatives
  • Assess energy efficient applications and initiatives in relation to economic, trade and sustainable development issues and business development strategies; identify opportunities for collaborative agreements; assess, respond to, and recommend proposals for contribution funding
  • Lead and coordinate the work of project teams and contract resources
  • Deliver monitoring programs to assess industry compliance with standards and regulations; prepare reports and analyses on incidences of non-compliance and recommend remedial action; design and negotiate alternative dispute resolution mechanisms in cases of non-compliance.
  • A Manager in this position may be required to:
  • Plan and direct financial and human resources; provide leadership in the development and delivery of initiatives; develop strategies, plans, objectives and operational guidelines for program delivery, marketing and communications initiatives
  • Identify emerging and strategic program issues; measure effectiveness of program delivery; contribute to the development of sector energy efficiency business plans, priorities and objectives; formulate strategies to meet priorities and objectives
  • Lead the consultation, negotiation and maintenance of collaborative agreements and approve contribution agreements, contractual relationships or Memoranda of Understanding.

Intellectual Property Management Officer

Intellectual Property Management Officers at NRCan may be required to:

  • Examine invention disclosures for novelty against known prior art and ensure compliance with the Public Servants Inventions Act, the Patent Act and Trademarks Act; assess commercial potential; provide advice on the protection of the IP
  • Provide strategic advice on all matters pertaining to domestic and international IP management issues
  • Analyze and interpret changes to regulations, policies and practices affecting technology transfer and IP management, provide advice on their intent and application and respond to requests for information
  • Plan and direct the provision of IP management services and advice; provide advice to clients on complex and strategic IP management and technology transfer issues
  • Formulate departmental negotiating positions for complex technology transfer initiatives; negotiate major revenue generating agreements; develop and implement the corresponding technology protection and transfer plans; negotiate and prepare licence agreements; participate in the negotiation of international treaties and agreements covering bilateral R&D activities
  • Ensure compliance by licensee corporations of the terms and conditions of the licence agreements
  • Plan and manage the operations of the IP Management Office; develop work plans; establish priorities; plan and manage the budget; provide leadership and direction to staff; assess performance.
