      Minimum Education Standard:
      Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.



HR Advisor/Consultant (Operational)

HR Advisors/Consultants (Operational) at NRCan may be required to:

  • Plan and deliver human resources services, provide advice, support and assistance to clients in the areas of classification, staffing, staff relations, Official Languages, including contributing to the analysis and formulation of organizational development approaches
  • Consult with clients to anticipate evolving human resources requirements; analyze requirements and develop strategies and options to meet client's objectives; provide advice on the selection, implementation and management of human resources strategies; provide training to clients; mentor colleagues
  • Participate as a member of the Sector Management Team, and on departmental human resources committees
  • Lead and manage project teams and working groups involved in analyzing and developing HR strategies, plans and policies and information management systems; prepare comprehensive analyzes, briefings and reports; deliver presentations and chair committees.

HR Advisor/Consultant (Corporate)

HR Advisors/Consultants (Corporate) at NRCan may be required to:

  • Develop project plans and deliver human resources services; contribute to the analysis, costing and formulation of corporate policies, activities and special events in the HR specialty
  • Consult with and provide guidance to clients to identify and anticipate evolving human resources system and service requirements; analyze requirements and develop strategies and options to meet objectives; provide advice on the selection, implementation and management of human resources strategies
  • Provide training to clients; research best practices, analyze and develop recommendations for application in the Department
  • Research and contribute to the development and implementation of HR policies, programs, communication plans and information management systems; monitor and analyze the effectiveness of HR programs, services and initiatives
  • Participate on and/or lead project teams, provide subject matter expertise, analyze, develop and coordinate HR strategies and initiatives; prepare analyzes, briefings and reports; deliver presentations and chair committees
  • Represent departmental positions in area of expertise on departmental or interdepartmental committees; represent the Department on grievances and before third party tribunals or other redress processes.

HR Manager

HR Managers at NRCan may be required to:

  • Consult with clients to identify strategic human resources issues; direct the development of strategies and options; advise clients on human resources management options and alternatives; and promote strategic HR visions
  • Lead the development and implementation of departmental strategic HR policies, programs and information management systems; monitor and evaluate human resources programs, services and initiative effectiveness
  • Participate as a member of Sector Management Committee, Regional Management Teams, and departmental human resources committees; act as a senior HR advisor to the sector Assistant Deputy Minister; and provide sector perspective, direction and leadership to the HR community; deliver presentations to client management committees and corporate colleagues on human resources and business process issues
  • Provide HR strategies, frameworks, systems and programs for the Department in area of assigned specialty
  • Conceptualize and manage project teams and working groups involved in the analysis and development of corporate human resources strategies, plans and policies, and manage strategic issues and initiatives related to HR specialty
  • Develop accountability frameworks, policies, recommend delegation, develop guidelines and render decisions as the departmental expert in area of HR specialization.

HR Program Manager

HR Program Managers at NRCan may be required to:

  • Direct the development of HR frameworks, the formulation of strategic and corporate HR priorities and objectives, and the development of strategic, corporate and business plans
  • Consult with clients to discuss strategic HR issues, establish frameworks and facilitate collaborative HR management; negotiate service levels and resolve key HR issues; provide advice on alternative HR strategies and approaches
  • Participate as a member of the HR Branch Management Committee and act as an HR advisor to the Director General and Deputy Minister in areas of expertise; deliver briefings and presentations to Departmental Management Committee on HR innovation, strategic directions, and change management initiatives
  • Establish networks to anticipate and analyze HR trends and developments, and foster the establishment, adoption and sharing of best practices; represent the Department on high-level strategic, government-wide HR issues and initiatives
  • Manage an organizational unit delivering department wide HR programs, develop work plans, assign and control work, plan and manage financial resources.
