Materiel Management Officer

Materiel Management Officers at NRCan may be required to:

  • Advise clients within the organization on material management and contracting policies, legislation, regulations and practices; discuss and resolve procurement issues with central agencies and management
  • Discuss with and advise clients on the preparation of procurement documentation and on the development of related evaluation criteria
  • Coordinate procurement; process documents through the automated/non automated systems and processes
  • Control materials, assets and warehouse inventories through automated system tracking of codes, transfers and disposals
  • Negotiate contracts with private sector suppliers and contractors, evaluate proposals and select or recommend suppliers
  • Contact Public Works and Government Services Canada (PWGSC) to explain product/contract specifications; obtain favourable delivery terms, and resolve problems related to quality control, deadlines and procedures
  • Supervise unit support staff; manage budget.
  • A Manager in this position may also be required to:
    • Discuss, provide advice, and assess the current and projected long-term material management requirements related to major capital projects and day-to-day operations; advise on the application of material management policies, legislation, regulations and practices
    • Control the flow of material and the organization's fleet, assets and warehouse inventories through automated system
    • Manage the unit staff and control budgets.

Materiel Management Analyst/Advisor

Materiel Management Analysts/Advisors at NRCan may be required to:

  • Implement materiel identification and cataloguing systems, codes, practices, assets management techniques, and other technology; administer asset control systems to track materiel assets, and recommend disposal or write-off
  • Provide advice on the application of materiel management policies, legislation, regulations and practices emanating from central agencies and from the department
  • Assist in the design and development of an automated system to facilitate delegation to others
  • Liaise with clients to understand their existing and emerging materiel management requirements
  • Develop materiels and deliver training modules in response to needs
  • Advise on, conduct and troubleshoot procurement activities for clients
  • Track government and private sector issues and developments in materiel management operations; develop contracting options and recommendations aimed at enhancing automated systems and delegated authorities
  • Analyze existing and emerging procurement and materiel management requirements; recommend changes or enhancements to automated systems, policies, guidelines and practices
  • Organize and implement a monitoring and review program and activities to assess the effectiveness of the department's automated procurement and materiel control system; identify problem areas, detect discrepancies and define training requirements
  • Negotiate procurement contracts with suppliers; represent the interests of the department in dealings with central agencies
  • Assign duties to subordinate staff.

Specialized Materiel Assets Manager

Specialized Materiel Assets Managers at NRCan may be required to:

  • Plan and manage staff and operations in the areas of warehousing, transportation, maintenance, repair and shipping of equipment, financial administration, computer network functions, fleet management and site/office facilities
  • Develop plans and strategies for the storage and transportation of scientific, survey, survival, camping, off-road vehicles, outboard motors and inflatable boats
  • Negotiate contracts with suppliers, airlines, trucking companies and outfitters, for the maintenance and repair of hundreds of mechanical components, and for the shipping of goods to remote locations
  • Organize, coordinate and conduct feasibility trials for the evaluations of new equipment and systems
  • Design and oversee the development of an inventory system, an electronic ordering system and instruction manuals
  • Formulate recommendations for the establishment of systems and procedures, the acquisition of equipment, and the scheduling of expeditions; advise committees on field support and long-term planning
  • Study past experiences of field expeditions; research developments and trends in survival gear and rations to advise on the planning and logistics of future expeditions
  • Respond to requirements for communication components, firearms and scientific tools used in the field
  • Coordinate departmental input to the Coast Guard and Northern Transportation logistics support for Northern Sealift operations
  • Assure conformance to all quality assurance procedures within ISO.

Procurement and Contracting Services - Manager

Procurement and Contracting Services - Managers at NRCan may be required to:

  • Plan, organize and direct the development, implementation, dissemination, monitoring and evaluation of departmental strategic and business priorities and plans, policies, procedures, systems and services
  • Provide advice, guidance and interpretation on central agency directives and guidelines related to the assigned contracting and procurement portfolio and associated issues to departmental officials and clients
  • Determine the acceptable level of financial risk exposure and present alternative methods and processes; develop/establish policies and strategic direction
  • Manage the provision of operational and technical support and advisory services in acquisition planning, procurement, contract management, assets and inventory management and asset disposal
  • Mediate, negotiate and resolve major contractual, procurement or supply management issues with Public Works and Government Services Canada (PWGSC) officials and/or suppliers
  • Lead or participate on committees addressing strategic contracting and procurement policy issues, initiatives and operations and on central agency committees
  • Explore new means of providing services and ensure that the department's needs are being met, problems are identified and resolved
  • Prepare and provide reports, briefings, statistical forecasts, Treasury Board submissions and other documentation on contracting and procurement requirements and activities
  • Manage human resources.
