This scout is a recognition of the First Nations in the development of the nation. It once stood at the foot of the Champlain monument to signify how the native people helped Champlain navigate through the waters of the Ottawa River. It was originally intended by the artist to be kneeling in a canoe, however, the sponsoring group, a citizen's committee, had not raised enough funds in the early 1920s to complete the original design so an alternative solution was found.
