Appendix "A" Conference Objectives

The fundamental goal of the National Conference of Federal Public Service Employees on Visible Minorities Employment Equity Issues is to advance Visible Minorities’ representation and opportunity, now and in the new millennium.

We need to reformulate EE in order to create a public service which is the employer of choice for the new demographics of Canada and a national institution which has the confidence of all Canadians. Thus, the Conference participants will essentially attempt to formulate a fair and equitable EE strategy from a Visible Minority perspective.

Primary Objectives

The primary objectives of a National Conference on Visible Minorities EE issues are summarized below:

  1. Increase initiative and momentum to create a more representative Federal Public Service, with the Visible Minorities representation being proportionate to their 9% labour market availability.
     
  2. Create an enabling work environment within the Federal Public Service. This can be achieved by clearly identifying and discussing systemic barriers encountered by Visible Minorities in the Federal Public Service.
     
  3. Confirm a representative national organization for federal Visible Minority employees to act as a catalyst for achieving the overall government-wide objectives.
     
  4. Establish external and internal communication channels.
     
  5. Monitor the performance of departmental EE objectives. Offer insights into what are root causes of EE Action Plans problems. Give the bottom line (i.e. what has to be improved and identify from where in the organization the improvements have to come).

Other Important Objectives

Holding a National Conference would help the Visible Minority community achieve the following secondary objectives:

  • Network and exchange ideas among the Visible Minority networks; with both the TBS and PSC; and with other EE networks.
     
  • Providing mentoring opportunities to Visible Minorities wherever they are located within the Federal Public Service.

Expected Measurable Results

The expected measurable results would include:

  • A summary document containing the main ideas, suggestions and policy recommendations.
     
  • An annual action plan that charts the course of future development.
     
  • A carefully defined initiative which establishes a meaningful partnership within the Federal Public Service.
     
  • Specific recommendations that help Visible Minority employees prepare themselves for the challenges of Federal Public Service employment and professional advancement (e.g. effective presentation and public speaking, career planning).
     
  • Effective development of Visible Minorities’ skills, including communication and "people" skills, to meet the changing demands of a knowledge-based public service workforce.
     
  • Number of participants and degree of participation and interest shown at the Conference.

An independent third-party evaluation of the Conference activities will be contracted out and the final evaluation report will be shared with PSC; TBS; Champion departments; and, if requested, other government departments and agencies that sent its employees to attend the Conference, as well as the unions.
