    This report documents the genesis, organization, summary proceedings and findings of the National Conference of Visible Minorities in the Federal Public Service held from October 24 to 27, 1999, in Ottawa. The report was commissioned by the National Council of Visible Minorities in the Federal Public Service (the Conference organizer) and prepared by Participant Consultants.

    The main goal and theme of the conference was "Building a Representative Federal Public Service: Now and in the New Millenium." Visible Minorities attending the Conference were expected to make recommendations on Employment Equity (EE) measures, address systemic barriers, confirm a representative national organization, and initiate dialogue with senior managers and politicians.

    Planning and organization of the Conference was undertaken by Visible Minorities from several departments. The Organizing Committee of the National Council was guided by an inter-departmental group of Visible Minorities in the National Capital Region (NCR).

    Besides this introduction, the report consists of four main sections, including the Summary of Presentations and Recommendations on Employment Equity. A summary of individual presentations is provided in Section 4. Relevant appendices are at the end of the report.

    It is hoped that this report, together with the energy and momentum imparted by the Conference, will lead to a public service, as the employer of choice, and a national institution which has the confidence of all Canadians.
