component of the plan should be written so that these criteria are
addressed to the fullest extent possible and statements should be
qualified with more detailed information as is outlined on the
following page.

and best practices meant to assist in the development of a business
plan to be submitted to the Broadband for Rural and Northern
Development Program for implementation funding. These guidelines have
been identified from the last round of business plans submitted to the
program.

are composite profiles that reflect lessons learned from the analysis
of this subset and are not based upon any specific proposal.

Factors
An analysis of a subset of proposals was conducted in
order to determine the “readiness” of communities’ for broadband
access. Six key factors have been identified that distinguish strong
proposals from the weak ones in the round of business plan funding
requests. This document also describes these factors and compares and
contrasts the typical approaches of communities that prepared strong
proposals with those that prepared weak proposals. These are composite
profiles that reflect lessons learned from the analysis of the subset
and are not based upon any specific proposal.
